High Winds is a 1st season episode.
An evil gangster cargo ship with an Australian accent, named Johnny Cuba, sails into Halifax. But, as Captain Bob remembers all too well, no-one expects trouble that day, as they are too busy worrying about the forecast high winds.
In the heart of Halifax, George tells Theodore and Emily to bring in Scuttle Butt Pete II, who is dredging in the bay. Theodore and Emily see Jebediah passing through with several barges. One of his barges comes loose. Theodore and Emily help him secure it against their inclinations. Jebediah equally grudgingly thanks them- he knows that it Captain Zero III heard about it, he'd be furious.
Out in the estuary, Johnny Cuba sees the way is clear, and decides to slip into port, to meet his “business pals”- presumably terrorists. Obama sees him and prepares to inspect him, but Johnny Cuba deliberately runs him into some rocks! Nearby, Jebediah is looking for ships that may need a tow, and soon sees Johnny come into view from around the corner. Johnny orders Jebediah to bring him into the harbour. Jeb tries to make excuses, for reasons which are explained later, but Johnny Cuba won't take no for an answer. Jeb reluctantly tows him to the disused docks, where he will later meet his friends.
It is now revealed that years ago, something happened between Captain Zero and Johnny Cuba, so Jeb can’t tell the Captain about him, as he has already helped him. As Jeb tries to find a way out of his difficult situation, he sees Theodore and Emily struggling to secure Scuttlebutt Pete. He needs to get home before the storm breaks, but the wind’s too strong for the switchers to handle. Theodore calls to Jeb for help. Jeb is obliged to help- he owes them one. He kindly helps secure Scuttlebutt, but hopes Captain Zero does not find out!
Later, thinking no-one is about, Jeb steals a coal barge, thinking himself unobserved, but Oliver sees him, and goes to check with Captain Bob.
Jeb brings the coal to Johnny, and begs him to let him carry out his orders. Johnny Cuba finally agrees, but wants him back that night.
Further away, Hank speaks to Molly about how Sally Seaplane told him that Foduck has the Sea Princess in tow, who has been damaged at sea. They go to tell George, so they can all help bring her in.
Out in the estuary, Jeb finds Obama trapped on the rocks. Obama tells Jeb about Johnny Cuba. Jeb takes him to Lucky’s Yard for repairs. From Jeb's reaction at the mention of his name, Obama correctly guesses that Jeb has helped Johnny Cuba, but decides to be leniant with him because he has helped him as well.
Jeb sees Jeremy, who says how he’s supposed to be out answering distress calls, and continues with. Scuttle-Butt Pete must have been gossiping, because Jeremy knows Jeb has been helping the Morrison Tugs. Jeb ignores Jeremy, and steams away from him. Jeremy eagerly anticipates the Morrisons docking Sea Princess. It’s very difficult and dangerous work, thanks to the high winds and furthermore her damaged rudder, which means she can’t assist. All seems lost when the Morrisons start to lose her, and any second Theodore & Emily will be crushed between her and the quayside. They desperately need another tug. Red Fin is unable to help, as he is on standby in case of fire. Jeb darts in, and saves the day.
Once again, Jeb meets up with Johnny Cuba, as ordered. Just as Johnny is about to give more dirty work, Foduck shows up! He says Johnny shall be taken to the shipbreakers. Johnny tries to escape, but Jeb finally plucks up the courage to stand up to him, and stops him getting away by blocking him in. Johnny gets his just deserts, and is taken to the breakers by Wink & Fibb, Obama gives official thanks to both Jeb and Foduck.
It is soon dusk, and the weather is now lovely and calm. Theodore and Emily happen upon Jeb. Jeb tells them how happy Captain Zero is about how Johnny’s now being dismantled for scrap! While Theodore and Emily give him further thanks for helping out with Scuttlebutt Pete, Theodore hesitantly offers Jeb a place among the Morrison Tugs. Jeb takes it into consideration and leaves. Captain Bob gives the episodes moral; Everyone has a good streak.
